Pittsburgh nurses won 12 weeks of paid leave for a whole county
Allegheny County signed 12 weeks of paid parental leave, the first county law of its kind in the US. Nurses at a Pittsburgh maternity hospital started it. Employers pay. It is not in force yet.
Jean Stone is a nurse at UPMC Magee in Pittsburgh. She watched parents come off a short leave and go back to a shift while their baby was still in intensive care. On Mother's Day the Magee nurses, in the middle of their own contract talks, started a county campaign with other working parents.
On 20 October 2026, Allegheny County Council voted 11 to 4. On 22 October, County Executive Sara Innamorato signed it. Twelve weeks of paid parental leave. Birthing and non-birthing parents. Childbirth, adoption, foster placement, and stillbirth. The job and the health benefits stay.

Why This Matters
US leave law is a patchwork of state programmes and employer courtesy. A county ordinance that binds private employers is a different instrument. Nurses wrote it from a ward, not from a think tank. Other counties can copy the text. SEIU Healthcare Pennsylvania and The 19th both describe it as the first countywide paid parental leave law in the United States. The United States still has no national paid leave statute.
What We Don't Know Yet
It is not in force. Implementation runs over the next year, and that year has not produced a single week of leave yet. Small workplaces are exempt. Whether employers cut other benefits to pay for it is not in the ordinance. The "first in the nation" claim is the advocates' and The 19th's. A hidden earlier ordinance would change it. A signature is not a parent at home this week.
